OLIVER GALANG, PE, ENV SP
Oliver Galang is a licensed Professional Engineer (C 56558) in the State of California with over 25 years of planning, design, construction and program management of multi-million dollar municipal capital improvement projects, specifically in water resources and stormwater infrastructure throughout Southern California. Highlights of Oliver’s career also include service as the Los Angeles River Watershed Manager and Water Quality Data Manager for the Los Angeles County Department of Public Works. His responsibilities included staff management and direction for the planning of multi-use, multi-benefit projects, with an estimated construction value of more than $60 million along the Los Angeles River and more than $10 million in urban runoff and stormwater quality monitoring programs.
Oliver has performed as the program manager for several As-Needed/On Call Engineering and Technical Services Contracts including the Los Angeles County Department of Public Works and the Sanitation Districts of Los Angeles County.
He has also led the design and construction support for innovative regional stormwater capture projects in the Los Angeles area, including Lakewood Bolivar Park and Mayfair Park, Carson Carriage Crest Park, Bellflower Caruthers Park, South Gate Urban Orchard, Santa Monica Clean Beaches Project at the Pier, and Culver Boulevard Median Stormwater Capture Projects. He was also responsible for conducting multiple feasibility studies including the five LA River Upper Reach 2 WMP projects and the seven Upper San Gabriel River EWMP projects.
He was also responsible for the management of the LA County’s first community-based watershed revitalization plan, the AB530 Lower LA River Revitalization Plan development. This innovative, analytic approach developed a multiple benefit framework that will enable the agencies to quantify progress towards the revitalization plan goals.
His full breadth of experience allows him to develop innovative, implementable projects that address multiple goals and objectives and enable grant funding opportunities for his clients.
Before joining Craftwater, he enjoyed almost 4 years with Tetra Tech, 3.5 years with Brown and Caldwell, and 18 years with the Los Angeles County Department of Public Works where he gained valuable experience as program manager, senior project manager, and technical leader for a broad range of projects that address innovative strategies in watershed, water resources, transportation, and water quality.
Oliver has a Bachelor of Science in Civil Engineering from California State University Fullerton, he has also continued into post-graduate studies in Engineering Management from the California State Polytechnic University, Pomona.
Oliver is a certified Envision Sustainability Professional, Qualified SWPPP Developer (QSD/P), and Qualified Industrial Storm Water Practitioner (QISP).
