Merrill Taylor, PE

Senior Project Manager

Merrill Taylor is a licensed Professional Engineer with over 12 years of experience in stormwater master planning, feasibility analysis, and design throughout California and the nation. Merrill has spent his career spanning the divide between watershed compliance modeling and in-the-ground engineering design ensuring that both specialties create a symbiotic relationship. This focus has introduced better engineering assumptions within watershed models while also ensuring all design decisions are framed in the context of compliance impacts. Merrill pioneered some of the first stormwater quality design and feasibility projects in Southern California, including project optimization and conceptual designs that set statewide standards for project concept and feasibility fact sheets. He also personally led or previously supported the engineering analysis and/or design or 49 stormwater projects in the last 3 years alone, totaling over $1B in construction value. Merrill has extensive involvement in public outreach, and he understands the value of meaningful stakeholder engagement to foster buy-in and political feasibility. Merrill holds a Bachelors and Masters Degree in Civil and Environmental Engineering with a Water Resource emphasis from Brigham Young University. He has completed multiple project management training courses. He currently holds certification in Stormwater Practices Inspection and Maintenance in the State of Minnesota. Merrill is the proud father to three children, goalkeeper in the local soccer league, and has a sizable LEGO collection his children are not permitted to play with. He presently holds the Craftwater titles of both the “Best Dad Joke Told in a Client Meeting” and the “Worst Dad Joke Told in a Client Meeting.”
